Council approves taller electronic sign for school with conditions

The City of Jervis on Sept. 4 approved a major height variance (BAR2025-04) allowing the school district to install a freestanding electronic message sign 20 feet, 5 inches tall facing Highway 99 E. Mayor Brian Wagner opened the hearing and staff recommended approval with conditions, noting ODOT rules apply to brightness and message-change rates.
City planner Holly Byron told the council that the sign request differs from a commercial advertising sign because it is owned by a public school and "the purpose of this sign is to provide information to the public," and staff concluded the increased height is justified given the highway frontage. Sam Hupp, the district's land-use consultant, said the district "accepts those conditions of approval" and thanked staff for their work. The council adopted staff findings and the recommended conditions by roll-call vote; a notice of decision and appeal rights will be mailed to participants.
