Public commenters in the meeting were split: some residents and advocates welcomed the proposal as protection for community resources, while others, including a local attorney, warned of potential constitutional and enforcement problems if restrictions were overly broad. Council members said they had consulted municipal and planning-board counsel and wanted to proceed carefully to avoid inconsistency with the master plan.
