Board member Adam Goldroll summarized the district’s levy resolution, saying officials received certifications from the Ohio Department of Taxation and the Lucas County Auditor and described the proposal as a 1% earned-income tax with a 1.7-mill reduction. Goldroll said the measure equates to about $35 per $100,000 of valuation and estimated net revenue of $18,000,000. "We got the certifications back," he said, and described this as the final resolution required before submission to the board of elections.
During discussion, a board member asked for clarification about what is covered by an earned-income tax. Goldroll and others explained that earned income generally refers to W-2 wages and certain self-employment income and does not include pensions, Social Security or investment gains; they also noted the district will provide detailed voter-education materials in the fall.
