Irvington board grants wetlands permit and site plan approval for Castle Road Lot 2 near Halsey Pond

The Irvington Planning Board on July 8 granted a freshwater wetlands permit under Article 25 and site development plan approval for Castle Road Lot 2, an application by Tarik Maroun and Jennifer Pappas. Mary Ann Sessitch read a resolution summarizing consultant reviews and plan revisions, and the board approved the resolution on a voice vote.

Mary Ann Sessitch read the board’s findings, noting that Hahn Engineering’s memoranda (April–June) and a July 6 determination confirmed the application met freshwater wetlands permit requirements. The resolution also states the applicants removed a footing drain previously shown inside the 40-foot conservation buffer established by the 2022 Marvera subdivision, and replaced a noncompliant fence with a code-compliant black-coated deer fence. "Now therefore be it resolved that the planning board issues a freshwater wetlands permit pursuant to article 25 of the Irvington code," Sessitch read to the board.

During the public review, board members emphasized protecting the conservation buffer and minimizing any disturbance that could short-circuit vegetative filtration around Halsey Pond. The board asked the applicants to proceed with fall planting to meet the landscape commitments and recommended reserving nursery stock early due to seasonal availability. The motion to approve the resolution was made, seconded, and carried by voice vote; the transcript records affirmative "Aye" responses and no recorded opposition.
