Council members spent significant time debating how to move the Duncanville Fieldhouse procurement forward and whether an ad hoc committee should be appointed to evaluate third‑party proposals. The resolution under consideration would have appointed three council members and two staff to review, score and interview firms that submitted responses to a reissued RFP.
Councilwoman Gooden said she would not support the item, noting the work began in early 2024 and that Hunden Partners had been paid $140,000 to complete a feasibility analysis and assist with proposal evaluation; she said the staff draft resolution appeared to emphasize consultants rather than third‑party operations and that the process "morphed" away from the council’s original direction. Several other council members expressed concern that the RFPs and the language now before council differed from the resolution that originally authorized the feasibility work. After discussion and multiple members declining to volunteer for the committee, Mayor Greg Contreras called the vote; the motion to establish the ad hoc committee failed.
The outcome leaves staff with options: continue staff evaluation of responsive bids and return with a briefing, or bring back a retooled proposal for council direction. Councilmembers who opposed the motion requested a future discussion to clarify the council’s vision for the Fieldhouse prior to any committee review.
