Plan Commission votes to start Frankfort comprehensive plan update backed by OCCRA grant

The City of Frankfort Plan Commission voted unanimously to support launching an update to the city’s comprehensive plan, staff said, with funding secured through an Office of Community and Rural Affairs (OCCRA) grant and a local match approved by city council.

Liz, speaking for staff, said the city has the grant and a consultant—American StructurePoint—has been selected to help produce the plan and run community engagement. “At this point, the city has the money. City council has voted for their required match so that it’s fully funded, and then a consultant has been selected,” she said. Staff added the goal is to have a draft by mid-December.

Commissioners were told the existing plan is abbreviated and lacks many standard elements. Liz said a fuller plan will better support grant applications and land-use decision-making: “Having a relevant, complete, comprehensive plan will help with funding opportunities,” she said. Staff recommended the plan commission act now to participate in and steer the process so the commission can later review and recommend a draft to city council.

The motion to initiate the process was called, a roll-call vote was taken and all present commissioners voted in favor. Staff said public engagement will include in-person outreach and online surveys to gather broader community input.
