Council authorizes $528,000 SLCGP application to build supervisory SCADA network for electric utility

The Torrington City Council unanimously approved Resolution 2026-09 on July 21, authorizing submission of a State and Local Cybersecurity Grant Program (SLCGP) application to design and install a supervisory control and data acquisition (SCADA) network for the city's electric utility.
Emergency Management Coordinator Chuck Canyon described the project as a baseline supervisory network that will provide fault notifications, monitoring of voltage and amperage, and intrusion detection at substations. He said the city applied for roughly $528,000 and emphasized the award could cover part or all of the work and that the project could be staged across multiple grant cycles. "We believe that this will make the system stronger, in terms of notifying them of any fault," Canyon said, noting there is no required local match and that the grant reviewer has signaled interest. Electrical superintendent Scott Sides added that the system would bring the utility "from a flip phone to a smartphone," enabling faster response and improved preventive monitoring.
Council voted to approve the resolution and authorized the mayor to sign the grant application. Staff said the final scope and sequencing will depend on the grant award amount and could prioritize the main substations first if the full request is not funded.
