Council approves Scottsbluff Valley Street Rods Main Street car show permit with insurance and merchant-notice conditions

The Torrington City Council on July 21 approved a special-event permit for the Scottsbluff Valley Street Rods (SVSR) to hold a classic-car show on Main Street on Sept. 12, 2026, from 7 a.m. to 3 p.m. The council waived the $200 permit fee but required proof of a $1,000,000 umbrella insurance policy, merchant signatures confirming notification of the street closure and payment of $470.34 for city staff time and equipment.
Police Chief Matt Johnson described changes to the traffic plan this year, including extending the event one block north to 23rd Avenue and moving activities off City Lot 6 to reduce conflicts. "The traffic plan works well. It really doesn't add or take away, access. I wouldn't anticipate any problems," Chief Johnson said, noting the event will use vehicles and other measures to reinforce road closures and manage pedestrian safety. SVSR representative Ed Keim said the layout will allow people to walk behind cars rather than step up and down curbs: "This will allow us to pull cars out from the curb so that the public can walk behind the cars without having to step up onto the sidewalk and back down."
The permit approval was made contingent on the club providing the certificate of insurance and merchant signatures prior to the event; council also directed that SVSR pay the $470.34 in additional city costs related to barricades, trash cans and staffing. The motion was moved, seconded and approved without objection.
