Resident Calls Out 18‑Month Delay in Public Notice, Warns Ratepayers Will Bear Costs

Bayne, who described reviewing an "shocking executive summary," said residents living near Pond Hollow Creek and the South Fork of the Rockfish River were not informed for 18 months that they may have been at risk and that a pending July 21 public hearing on rate increases will shift costs to ratepayers.
Bayne urged the boards to pursue financial contributions and accountability from Ovivo, engineers, and the contractor, saying, "after 20 months of issues, no one should find this situation acceptable." The boards allowed the comment and then moved back into director discussion; supervisors reiterated expectations for more timely reporting and documentation of outreach to responsible parties.
