Winters has a commercial driver's license and the council voted to provide the city bus at no charge to swimmers, with swimmers responsible for their admission and concessions; the council also approved paying bus rent and fuel and rotating one or two lifeguards to assist, on a motion by Ashley Lozano, seconded by Laura Petersen. The motion carried by unanimous voice vote.
