Oliver Jack and planning staff asked the council to schedule a discrete hearing to consider proposed impact-fee requests from nine school districts and several fire districts. Jose summarized proposed administrative edits to the impact-fee code (reference updates, an annual inflation adjustment with a three-year council-review cap, clarified credit rules and duration tied to private-share payback). Staff recommended holding the hearing on Sept. 1 to avoid combining these individual fee requests into the plan-adoption hearing.
Councilors agreed Sept. 1 was reasonable and requested planning-commission representation and that school and fire district leaders be invited; staff said they would ask the planning-commission chair and coordinate superintendents or district representatives to appear if council desires.
