County to permit step housing, co-living and supportive housing across zones

Staff told the council the draft Title 40 changes would explicitly permit step housing (emergency shelters, transitional housing, permanent supportive housing) and co-living across residential, commercial and mixed-use zones to implement recent state legislation. Elizabeth Decker said these special-purpose housing types must still comply with underlying zone lot-size, setback and height standards so they are not a carte blanche to place large facilities in low-density neighborhoods.
The consultant confirmed that co-living is distinct from transitional and permanent supportive housing: co-living is not targeted to specific populations and carries no default affordability requirement, while transitional and supportive housing are targeted and may include on-site services. Councilors asked how to ensure co-living remains a positive living option and does not devolve into overcrowded or poorly maintained housing; the county prosecutors office (Amber Smith) pointed to existing occupancy, health and habitability regulations as tools to address those concerns.
