Board approves artificial-turf and fence relocation at 307 Blossom Lane with survey and drainage conditions

The Planning & Zoning Board approved SPR25-12/AAR25-16 for 307 Blossom Lane on July 23, 2025, permitting removal of part of the existing travertine pool decking, placement of artificial turf in areas around the pool, and relocation of a rear fence to the property line, subject to 14 conditions.
Town Engineer Rob Rennebaum and Zoning Official Josh Nichols told the board that Development Review Committee comments remained and that the turf sheet did not demonstrate compliance with the artificial turf regulations in Section 78-77.1(D). Nichols also noted that the proposed fence relocation was not shown on a signed and sealed survey or drainage plan. Kevin Banks questioned why drainage was an issue when impervious travertine was being replaced with pervious turf; Nichols explained the permit was after-the-fact and drainage requirements must be enforced.
Applicant Jason Prince said he understands his property sits higher than neighboring properties and acknowledged the need to retain runoff: the board recorded his statement that he did not want to "fight" over a two-foot discrepancy shown on surveys. Neighbor Kathy Tyler said a 2-foot discrepancy could result in fence encroachment on her property and requested delay until an updated survey is obtained; Brian Tyler (via Zoom) said Magellan will supply a new survey. The board approved the application, moved by Kevin Banks and seconded by Mary Stanton; the motion passed 3-0.
The 14 conditions require completion of application pages, a justification describing how the turf meets Section 78-77.1(D), revised signed and sealed survey or drainage plan showing the rear fence within the applicant’s property, drainage revisions to direct stormwater to yard drains with rim elevations and cross sections, removable wall construction in the 5-foot rear easement, photos of Flo-Well installation, engineer certification of drainage improvements, and Town Engineer inspection prior to issuance of the final certificate of occupancy.
