Staff proposed a manufactured-home-park overlay that would apply within urban growth areas (primarily the Vancouver UGA) and would permit manufactured-home parks by default while restricting other redevelopment. Elizabeth Decker said the overlay "only permits manufactured home parks, and has a use exception option where an applicant can demonstrate that the park is no longer viable, and apply to remove that overlay and redevelop as something else." She added that the draft would allow an affordable-housing proposal to qualify as a use exception, but otherwise the intent is to preserve existing parks.
Councilors asked about whether an exception could include conditions that require ongoing affordability after redevelopment. Staff said the draft allows exceptions for affordable housing proposals and recommended further discussion with the county attorney about potential limitations that could be placed on exceptions to protect affordability.
