Mayor Alan Fiers told the Palm Beach Shores commission on April 14 that, based on information from Public Works about an actively leaking roof and the approaching rainy season, the town lacked time for a third formal bidding process and he therefore declared the roof replacement an emergency. "I declared the roof replacement an emergency and re-evaluated all three submittals for value, lowest price, and best definition and description of the work to be done and let a contract with Weather Guard Industries/SMJ Metals LLC at their quoted cost," he said.
Commissioners Roby DeReuil and Kathleen McGahran concurred with the mayor's emergency award; the transcript records that no formal vote was taken on the emergency contract. The commission previously voted 3-1 to reject the sealed-bid submissions on administrative grounds; Vice Mayor Tracy Larcher had argued the town should still analyze bids for the best value.
