Palm Beach Shores commissioners reject all three community center roofing bids

At a special meeting on April 14, 2025, the Palm Beach Shores Town Commission voted 3-1 to reject all three bids received April 9 for the Community Center roof replacement, citing incomplete applications. Commissioner Kathleen McGahran moved to “reject all three (3) bids for the Community Center Roofing received on April 9, 2025… incomplete applications,” a motion Mayor Alan Fiers seconded; the motion carried with Vice Mayor Tracy Larcher recorded as the lone dissent.
Town Assistant Attorney Amity Bernard told the commission that the packets had specific, mandatory deficiencies: one bidder did not attend the mandatory pre-bid meeting (a requirement she said is not waivable), a second bidder submitted an emailed (unsealed) bid, and none of the three bidders attached the required executed Addendum #1 acknowledgement form. Bernard said the town’s procurement language allows waiver of some minor omissions but warned that waiving for one bidder could prompt a protest by another. After the vote the commission moved on to discuss an emergency procurement to address an actively leaking roof.
