Palm Beach Shores rejects all Community Center roofing bids, orders rebid

The Palm Beach Shores Town Commission unanimously voted on March 10, 2025 to reject all four bids received March 3 for the Community Center roofing and to reissue the solicitation.
Commissioner Kathleen McGahran moved to reject the four bids; Commissioner Steven Smith seconded and the motion passed 5-0. Mayor Alan Fiers explained that one bid was complete, one was substantially complete and two were not satisfactory in their proposal outlines, and that the bids had been analyzed on the same date as opening rather than the later review date. Fiers said the bids were "not comparable (i.e. high and low) or complete."
Public Works Director Alan Welch told the commission that 11 contractors attended the mandatory pre-bid meeting and that four contractors submitted bids. Welch said the bidding documents, despite his explanation, "may still have been confusing to the contractors," and he said he would review the documents and encourage questions at the next mandatory pre-bid meeting.
The commission did not adopt any of the bids and directed staff to correct the procedural issues identified, clarify the solicitation documents and go back out for bids.
