Council adopts updated circulation element with minor edits to balance multimodal goals

The City Council voted unanimously to adopt the updated General Plan circulation element, a guiding document that shapes future transportation, roadway classifications and transit policies for Lompoc.

Contract planner Laurie Tamura reviewed the two‑year process, noting the circulation element incorporates new state laws and references the city's multimodal improvement plan. Tamura said the update included an environmental addendum to the 2010 EIR and that the Planning Commission recommended approval after multiple reviews.

Council members offered two targeted edits during deliberations: add the word "balance" to a policy sentence about accommodating motorists and pedestrians, and append feasibility and adjacent‑use considerations to a policy that reserves the right to limit on‑street parking. Planning Commissioner Brandon Rich and multiple residents spoke in support of clarity and flexibility; Rich noted the planning commission had requested some of these same modifications during earlier reviews.

The council approved staff’s recommendation with the two changes by a 5–0 vote. Tamura said that additional edits identified in the packet were available in redline and clean copies and that the city will proceed with standard implementation steps.

Why it matters: The adopted circulation element sets policies for complete streets, multimodal connectivity and infrastructure funding priorities tied to state law. It affects future project design and funding eligibility and is part of the broader 2050 General Plan update.

Next steps: Staff will finalize the adopted document for administrative filings and incorporate the council’s edits into the adopted resolution.
