The Edwardsville City Council voted to approve Amendment No. 3 to the construction contract for the Edwardsville Municipal Complex, setting a final guaranteed maximum price (GMP) of $11,083,533.
A contractor representative (speaker 6) told the council the GMP reflects competitive bidding — the team invited more than 2,500 bidders and recorded roughly 225 bids across trade packages — and that the GMP includes demolition and utility relocation costs plus a built-in contingency. “We are asking tonight for $11,083,533, which will be the final GMP amendment to our contract for your total project,” the presenter said during his overview. Staff later confirmed the instruction contingency for site work is $175,000.
Council members asked whether unforeseen conditions such as buried utilities or other site surprises were covered. The presenter said those potential costs are incorporated into the GMP and that any realized savings would be returned to the project budget. Staff also reviewed the project schedule: the fire station is under construction with concrete and steel work underway and municipal building work set to begin in early 2026.
A council motion to authorize the city manager to execute Amendment No. 3 carried on a roll-call vote. The vote authorizes the city manager to sign the GMP amendment and proceed with the contracts required to advance construction.
