SCE rep says Montclair’s grid performed better than system average; PSPS risk low

Mark Cloud, Southern California Edison’s newly assigned representative for Montclair, presented the utility’s CPUC‑required reliability report and told the council that "the reliability of the grid in Montclair is actually stronger than the system average." He framed the report around standard outage metrics (frequency, duration and short blips) and said equipment failures were the leading cause of longer outages in 2025.
Cloud said Montclair’s position on the grid reduces its exposure to public‑safety power shutoffs, telling council that PSPS events are "not impacting the city of Montclair." He pointed attendees to SCE’s new online capital‑improvements map for city‑level projects and encouraged councilmembers and staff to report local outage concerns so district planners can prioritize targeted circuit upgrades.
Council members asked about handling rising demand from EV chargers, data centers and new construction. Cloud said SCE is "building as fast as we can" but cited regulatory delays and supply issues that slow infrastructure work; he said SCE supports a November ballot measure to impose enforceable timeframes for CEQA review and related processes. He also confirmed SCE is continuing wildfire‑hardening investments, including replacement crossarms and prefab equipment in higher‑risk areas.
