Staff said the change aligns the city with neighboring jurisdictions (Bradley, Bourbonnais, Kankakee) that use a roughly 10,000-square-foot permit class threshold so small projects typically do not require detention unless the city engineer determines otherwise. "That will give some relief for some of our smaller projects," staff said, citing a local example where a banquet hall had to undertake costly underground storm utility upgrades to meet prior detention requirements.
Board members heard that the change was intended to reduce permitting burdens on small commercial and residential projects while retaining the ability for staff or the city engineer to require detention where site‑specific conditions demand it.
