Smoke testing finds 102 defects; ESU plans televising and targeted repairs in Basin 4 and Basin 9

Superintendent Newton and staff told the board that smoke testing in Basin 4 uncovered 102 defects, including storm inlets improperly connected to the sanitary system and open or private manhole covers that allow infiltration.
"A 102 defects found," Newton said, summarizing the smoke-test results. Staff shared stills from inspection video that show groundwater entering sewer lines through seams and cracks; Newton said contractors are making good progress and that the next step is a final Robinson report to define repair scopes for Basin 9 and then Basin 4.
The board discussed likely repair approaches, including detaching storm inlets from sanitary piping and requiring some private property corrections. Staff said a contractor is lined up to televise Basin 4 and then perform repairs where needed. The work is intended to reduce I&I and lower unnecessary flow to the wastewater treatment plant.
Members asked for access to videos and reports; staff said they will share clips and the final report with the board when available.
