Hydro plant parts replaced, FERC relicensing may require additional studies, superintendent says

Superintendent Newton updated the board on the hydro plant, saying the exterior water pump is now installed and that replacement of several electrical panels and transformer work remains before recommissioning.
"We have three panels, one for each unit that controls those," Newton said, adding that the panels "disintegrated and fell apart" when SHRM Co. examined them. He said staff received a proposal from SHRM Co. and are scheduling parts swap-outs and coordination with Norcan and Hydro ECI to recommission the plant.
Newton told the board the city submitted a final relicensing application and received no stakeholder comments by the June 2 deadline; he expects FERC to return additional information requests and likely ask for studies. "I think it's probably a foregone conclusion that FERC will come back with some requests for some studies," Newton said.
The board asked clarifying questions about schedule and costs; staff said they will provide scheduling updates as contractors and vendors are booked and that the replacement work is budgeted in the ESU capital plan.
