ESU board recommends $2.675 million capital plan, forwards budget to city council

Comptroller Rogers presented the ESU fiscal-year budget and capital plan at the July 20 Environmental Services Utility Board meeting and asked the board to recommend it to Kankakee City Council.
"We still managed to have a bottom line in the budget," Rogers said, listing roughly $2,600,000 in capital expenditures plus additional padding that produced a conservative bottom line. City Manager Kubo noted union-contract wage assumptions and higher supply costs were built into the proposal.
Board members asked questions about revenue assumptions and capital priorities. Rogers said the budget includes capital spending the city can fund from ESU revenues rather than borrowing. After discussion, Alderman Swanson moved and Alderman Johnson seconded a recommendation that the council consider the budget; the roll-call vote was seven ayes, zero nays.
If the city council approves the recommendation, planned capital work includes equipment replacement (DPW dump trucks and Vactors), boiler and building upkeep noted elsewhere on the agenda, and other ESU projects referenced in the packet. The board said the budget aims to avoid issuing debt by using current and projected revenue streams.
The board will forward the recommendation to city council for action at its next meeting.
