Chloe Christian of the Division of Planning and Development walked commissioners through the application and staff report, noting the property is vacant, split‑zoned and that planned‑development approval is required because manufactured‑home parks are not permitted outright in the listed zoning districts. Applicant representative Josh Whitehead said the developer held a neighborhood meeting with four attendees and that the site plan proposes more than 25% non‑buildable area and an on‑site detention pond to mitigate runoff; he said the company has used elevation changes in a prior nearby project to move units out of the floodplain.
Resident Lois Bailey was the documented opponent at the Land Use Control Board hearing; she wants the property preserved. Whitehead said staff and engineers met with her after the LUCB hearing and believe concerns about flooding have been addressed through design and by regional drainage projects. Commissioners pressed for a cost breakdown and for the applicant to provide specific management‑fee comparisons; UMH regional manager Gail Whitten described expected lot fees in the $524 range and estimated monthly total payments (including lot fee and mortgage) in the neighborhood of $990–$1,200 depending on house and lot size.
Because the applicant asked for additional information and the resident remained opposed, the committee voted to "send down without recommendation" to allow the full commission and the public to review updated conditions and applicant-supplied financial comparisons.
