Kankakee amends stormwater code to align with neighboring municipalities and adds Bulletin 75 rainfall standard

Council voted to amend Chapter 2000-61 of the municipal code governing stormwater management, erosion and sedimentation, adopting language that mirrors neighboring municipalities and clarifies permit classes and submittal requirements.
Director King (speaker 10) explained the ordinance creates two permit categories: Class 1 for projects between 500 and 10,000 square feet where detention may not be required immediately but can be imposed in known flood-prone areas, and Class 2 for larger or more complex projects that require fuller submittals. King said the update incorporates the Illinois Water Survey's Bulletin 75 rainfall data into local design standards and brings the municipal code in line with Bradley, Bourbonnais and Kankakee County practices. "It doesn't give an outright exemption but doesn't require it off the bat," King said describing the Class 1 approach.
Council and staff said the changes will help smaller economic-development and redevelopment projects move forward without unnecessary cost while preserving the authority to require detention where local conditions warrant. The ordinance was placed on final reading and approved (roll call 12–0). City staff said additional stormwater code refinements will be introduced in coming months.
