Planning staff told the Land Use, Planning, Transportation and Codes committee that a zoning text amendment will set an explicit process for replacing the entire Memphis and unincorporated Shelby County zoning map, including mailed notice to every property owner and clear steps for initiation and hearings.
Brett Ragsdale (DPD) and Nichols Warder explained the Zoning Text Amendment (ZTA2026‑002) would require an initiation by resolution, staff publication of a recommended map, mailed notice to affected property owners indicating the existing and proposed zone, and a land‑use control/public hearing prior to consideration by the elected bodies. Warder said the amendment fills a gap in current UDC language that lacks a process for wholesale map replacement.
"This amendment would require DPD to mail notice to every property owner within Memphis and unincorporated Shelby County," Warder said, adding the notice would identify the propertys current zone and the staff‑recommended proposed zone and direct recipients to a public website where the full recommended map is posted. Commissioners asked about the outreach timeline and environmental and use‑related questions; staff said mailing every property owner will take additional procurement time and pushed a possible LUCB hearing into September to allow proper notice and community engagement.
The committee voted 5–0 to send the ordinance forward with a favorable recommendation.
