"That is significant," the mayor said of the capital line, noting the funds will allow the city to buy vehicles and perform necessary repairs without borrowing. Council members voted to approve the ESU budget on second reading by roll call 12–0.
The ESU budget also included a surplus line item of a little over $300,000 as presented. Staff and the administration said the budget continues the city's broader approach of conservative revenue estimates and disciplined expense planning. No amendments were made during the council vote.
