Public Works Director Donnie Scharf told the council that eight bids were opened for the El Monte to Del Mar sidewalk extension, which includes ADA ramps on 48th Street. Staff said the engineer’s estimate was around $214,000 and that the low bidder was Line Weaver Construction; the council discussed implications for a previously awarded CDBG allocation of approximately $196,000.
Scharf recommended awarding the contract to Line Weaver, noting the city’s engineers are familiar with the contractor’s work. During questions members asked whether unspent CDBG funds would be returned and how reimbursement would be handled; staff described the CDBG program as reimbursement-based and said any difference could remain in the fund for future projects or might need to be returned depending on federal program rules. The council voted to award the contract to Line Weaver Construction for the El Monte sidewalk project at a cost not to exceed $120,787.
