Under the agreement, the first-year payment is $200,000 payable quarterly ($50,000 per quarter) and the second-year payment is $170,000. Staff explained the contract includes a nonappropriation clause so that only the current fiscal year's money is committed unless the commission later appropriates funds.
Supporters at the meeting pointed to tournament-driven hotel and sales tax revenue, and staff referenced prior reporting that estimated tournament-related economic impact in the millions. Commissioners asked about oversight and the goal of moving the facility toward self-sufficiency; staff said the arrangement creates clearer accountability and advances sustainability for operations. The motion passed 5–0.
