Council adopts changes to Title 24A to streamline docketing and waive fees for council-initiated requests

The Sammamish City Council unanimously adopted an ordinance updating Title 24A of the Sammamish Municipal Code to clarify how comprehensive-plan and development-regulation amendments are docketed and processed.
David Pyle and staff presented a revised Title 24A with several procedural updates, including allowing subarea and neighborhood-center plans to be created or updated in any year (subject to Title 24A requirements), waiving docket and application fees for council- or commission-initiated docket requests, and clarifying how outstanding legislative amendment proposals are tracked. Several frequent docket participants praised the changes: “The process was title 24, which became title 24a… they did an incredible job taking input, having good discussions, finding errors, and then fixing things,” public commenter Mary Wictor told the council.
Councilmember Pamela Stewart moved adoption and the motion passed 7-0. Staff and the planning commission will incorporate these edits into the city’s annual docket schedule and notify applicants of the updated procedures.
What’s next: The ordinance is adopted; staff will publish the updated Title 24A and continue public outreach on the docket deadline (Aug. 3 at 5 p.m.) and related process changes.
