Commissioners signal support for $500 cremation reimbursement increase, decline automatic escalator

Kara Terry, Community Services, reviewed the county burial program (a statutory service for indigent clients) and reported funeral directors asked the county to raise the cremation reimbursement from the current $2,975 to $3,995 and to adopt a 3% automatic annual increase. Terry said county comparisons show surrounding counties' maximum reimbursements vary, and community services reported 2026 burial expenditures to date of $54,130 and a rough annual budget estimate of $150,000.

Community Services recommended against the full requested increase and the automatic escalator, and suggested a more modest increase of up to $500 per cremation (which would raise the county rate to about $3,434.75 using the figures presented). Commissioners asked operational questions — who selects a funeral home for unclaimed decedents, whether transport and medical-examiner fees are included and how often the county processes burials. Staff said transport and the medical examiner fee are included when applicable and that the county averages roughly 60 burial approvals per year, with 3–5 earth burials and the remainder cremations.

After discussion, commissioners indicated consensus for the community-services recommendation: up to a $500 increase in the cremation reimbursement, removal of the clause that required families to pay entire upgrade costs (so families may pay for enhancements), and no automatic 3% annual increase; staff were directed to place the change on the consent agenda for a future board meeting. Terry said the county will incorporate any approved adjustment into the 2027 budget planning.
