Applicant Elizabeth Scott said the planters were intended to restore a clear boundary and reduce trespassing complaints, noting the planters "would be entirely on our property and would not cross the property line." Neighbor counsel Zach Walker said the application lacked a landscaping plan and specific dimensions, making it difficult for neighbors to evaluate impacts: "the application is defective and that it lacks sufficient details..." The board adopted conditions on quantity and placement and directed staff to finalize the permit language.
