Mayor27s offices outline Safe City Baltimore referral network, case numbers and new funds

The Mayor27s Office of Immigrant Affairs (MOIA) and the Mayor27s Office of Children and Family Success (MOCFS) briefed the council on the city27s Safe City Baltimore program and interagency coordination to support families affected by immigration enforcement.
"Since September 2025, La Casa has screened a total of 742 calls across the city," Catalina Rodriguez Lima (MOIA director) told the committee, adding that those calls identified 143 individuals detained by ICE and that 78 households had received case-management support. She said 90% of the cases transferred to the legal-services partner Amica had been routed through Casa27s intake.
Rodriguez Lima described the three tiers of Safe City Baltimore: community education and family planning (tier 1), a citywide hotline for non-detained individuals linked to an American Bar Association partnership (tier 2), and case-management and financial assistance for detained individuals and impacted families (tier 3). She said the city has been fundraising to double financial-assistance levels and is onboarding a mental-health partner to expand services.
Christina Gilchrist (MOCFS) reviewed wraparound supports and said center managers and Head Start leadership are trained in city law department response guidelines for federal enforcement at city facilities. Both offices said they coordinate regularly with BCPS and community partners and maintain standing meetings to triage incidents and share resources.
