Design Review Board approves storefront renovation for 244 South Santa Fe with conditions

The Salina Design Review Board voted to approve application CC26007 on a voice vote, allowing exterior renovations at 244 South Santa Fe that would remove the existing facade and arches and install a revised storefront with an inset patio, new canopy and updated signage.
City planning staff presented the application and recommended approval, saying the proposal meets zoning and design guidelines for downtown Salina and is compatible with surrounding buildings. "Staff recommends approval of application CC26007 subject to the two conditions listed on the slide," the presenter said during the staff review, listing (1) return of significant future design changes to administrative staff and (2) requiring a conditional use permit for the outdoor inset patio before a building permit may be issued for that portion of the project.
Applicant Catherine Kitchen, representing 1858 Properties LLC, told the board the patio would not encroach on the sidewalk and that the building is set back slightly farther than the current facade. "It is not going to encroach on the sidewalk at all," Kitchen said when asked about the patio. She added the project will replace brick with new brick intended to complement the adjacent building.
Staff emphasized that while restaurant use is permitted in the C-4 Central Business District, outdoor food-and-beverage service on a patio is a conditional use requiring Planning Commission approval under the cited code provision. The board was also told that the Planning Commission can place conditions on a conditional use permit, including limiting the approval to a specific tenant rather than the property itself.
A board member moved to approve "Option 2" with the staff recommendations; the motion was seconded and carried by voice vote, with those present voting in favor. The approval includes the two staff conditions; if the conditional use permit for the patio is not obtained, the applicant must present a revised exterior omitting the patio for administrative review to determine whether additional DRB review is required.
The project team listed on the application includes applicant Catherine Kitchen for 1858 Properties LLC and the application references an earlier 2023 DRB approval of a similar concept (application CC235). Staff noted the building dates to 1952 with a 1973 front addition associated with Tony's restaurant and said the proposed materials, scale and signage are visually compatible with the downtown context.
The board did not request postponement and moved forward with the approval during the meeting.
