Council approves easement and borough-installed catch basin at 104 East High Street

Union City Borough moved Aug. 13 to approve a retro-active easement with property owner Anthony Hickey at 104 East High Street to accommodate catch-basin work adjacent to a PennDOT installation. The motion (by Councilor Osborn, seconded by Councilor Kerns) passed unanimously. Under the agreement the borough will install and accept responsibility for two catch basins and roughly 60 feet of connecting pipe; the property owner will dig a ditch to receive PennDOT runoff and assume ongoing responsibility for that ditch.
Solicitor Tim Wachter will prepare the easement paperwork for the property owner. Council recorded this as a retro-active approval to formalize work already underway and clarified responsibilities: PennDOT installs its basin; the borough installs the adjacent basin and pipe; the property owner, Anthony Hickey, installs and maintains the ditch.
