Council warns travel-trailer growth may force ordinance changes and enforcement costs

The Sumpter City Council spent an extended portion of its May 14 meeting discussing travel trailers and RVs being used as seasonal or long-term housing within town. "We have an ordinance that says they're conditional use in most zones...and if this community doesn't really care if we become a travel trailer city, then I want to know," the Mayor said, urging residents to attend a future town hall and provide input. City staff (S6) noted the current ordinance language is vague about seasonal timing and hookups and that enforcement actions would require staff time, attorney involvement and budget resources.
Council members and staff discussed options including towing, placing liens on properties, and clarifying whether hookups to city water and sewer would be required. Council member Daryl (S5) encouraged public participation and announced a budget meeting set for June 15 at 09:30 a.m. as an opportunity for residents to influence policy direction.
Council did not adopt ordinance changes at the meeting; members emphasized the need for public engagement before costly enforcement or code changes are pursued.
