Finance Director (speaking to council) said, "This emergency legislation authorizes a supplemental appropriation to increase the capital budget $890,500 for the Aura Everett splash pad revised option 2, the e design and to increase the general fund transfer budget needed to support the expenditure." The council moved to suspend the rules to allow a second reading and final adoption at the same meeting and approved the ordinance by roll call.
Council members and staff said the supplemental appropriation is intended to keep the splash pad project on schedule and to cover design and transfer needs so construction can proceed after design selection. The ordinance was adopted as an emergency, which in local practice makes the appropriation effective immediately; council did not record conditions or amendments attached to final adoption. The city has not yet released a construction schedule or funding-source breakdown beyond the capital increase authorized in the ordinance.
