Chair presented the personnel recommendation that the city handbook requires a minimum 5% cost‑of‑living adjustment for employees and said the council cannot do less. Committee member (S4) moved to approve a straight 5% increase for employees starting July 1; the motion was seconded and the Chair called the ayes.
The council then considered the fiscal‑year budget and line‑item totals. Chair read the general fund, fire department, water, sewer and cemetery figures and presented Resolution 448‑26 to adopt the budget. "Resolution number 448‑26 adopting the budget" was moved and approved by voice vote. Chair also read Resolution 449‑26 to participate in the state revenue‑sharing program and Resolution 450‑26 to impose and categorize property taxes; the Chair stated the rate is approximately 0.7937 per $1,000 and that it was not an increase.
Council members discussed revenue pressures in a later agenda item, with Committee member (S7) warning the city faces a potential fiscal crunch if it does not raise revenue or cut services. No change to the tax rate was made; the adopted budget and resolutions were placed on file at city offices and are effective for FY 2026‑27.
