City says DEQ requirements force wastewater redesign and could delay grant work

Staff told the council that after submitting final plans and paying a $1,600 fee the Department of Environmental Quality (DEQ) responded that the proposed system must use chlorinated water, contrary to the city's test results and design. The DEQ response will force significant changes: potential replacement of the pump, floor work, and possibly additional building changes and agricultural studies around the lagoon, which could delay grant-funded construction.
The Chair said the back-and-forth with DEQ has repeatedly produced new requirements that lengthen the project timeline and increase costs. Councilors said they will review options and that certain grant or forgivable-loan funds exist but cannot be used until the DEQ condition is satisfied.
