City engineer Matt McElroy said video inspection showed a failure in the line that is "about 40 feet, and 6 feet deep," and he solicited three quotes: Case Construction at $31,664; HCE LLC at $32,500; and Subsurface of Indiana at $25,952.78, which he recommended as the lowest, most responsive bidder. He said the city has used Subsurface previously and trusts their work.
Matt said he intends to use stormwater funds to pay for the repair and that the necessary appropriation exists in last year’s budget. A motion to accept the quotes and award the contract was moved, seconded and approved by voice vote. The transcript shows approval but does not record individual roll‑call votes.
