County Administrator Joy Andrews and Budget Director Wade Schroeder presented the FY2027 recommended budget and multiyear scenarios that assume possible statewide property‑tax reform. Staff outlined a hiring pause, CIP reprioritization to preserve funds and build a resiliency reserve, and potential revenue diversification measures. "Our goal for the next 3 to 6 years is a diversified, resilient revenue structure that keeps pace with growth without overreliance on property taxes," the budget presentation said.
After public comment and questions about impacts, the board voted to set flat proposed millage rates (to be used in TRIM notices) and scheduled the tentative TRIM hearing for Sept. 3 and the final hearing on Sept. 15; staff warned that final adoption later this fall will require super‑majority votes for some increases if the rollback threshold is exceeded. Commissioners asked for further CIP detail and scenarios if the statewide amendment passes.
