Commission approves Canopy Shores PUD modification over resident objections, requires stem‑wall construction

The board approved a major modification to an existing PUD to allow nine single‑family lots on a parcel next to Canopy Shores Park, over sustained opposition from nearby residents who urged the county to buy the land for park expansion. The applicant’s representative said the design intends to preserve trees and minimize fill by using elevated stem‑wall construction so living areas sit above garages. "We're actually trying to incorporate things into nature...the least impactful design would be the residential lots and not a commercial use," the developer said.

Residents disputed the environmental analysis and raised concerns about wetlands, wildlife and compatibility with deed restrictions, and several asked the county to use LAMP funding to acquire the parcel. Planning staff confirmed recommended conditions including buffering and a commitment to stem‑wall construction; the board adopted the modification 3–2 and included a requirement that the MDP text be updated to reflect stem‑wall construction.
