Commissioners raised practical questions about right-of-way and easements (particularly through Blue River), winter maintenance, and whether the rec-path is within BOSAC's purview. "Bike paths are extremely expensive," staff said, and commissioners asked staff to add notes on location alternatives and precedent for OST paying construction costs before advancing the project further.
The commission did not vote on funding but asked staff to return with clarification on ownership, maintenance expectations, and potential grant strategies.
