City staff told the commission Sammamish must show capacity for 2,100 affordable units under state direction even if the city will not build them directly. "Our housing allocation...is 2,100 units of Affordable," David Pyle said, and explained that the difference between comprehensive-plan capacity and adopted zoning means much of that capacity remains theoretical until zoning is implemented.
Commissioners and residents pressed staff for specifics: staff said current Town Center zoning yields roughly 560 remaining zoned units on the ground, plus 326 delivered and about 837 in the pipeline, but that bonus pools and TDRs complicate how many affordable units will actually be delivered. Pyle noted the inclusionary requirement is generally 10% for market-rate projects but said TDR-exempt units often do not trigger the same inclusionary outcomes, reducing affordable-unit production from some large projects.
