Dana Monson, the city's community development specialist, told the council that the state's Ready programs returned $275,941.49 in reimbursement funds the city can use at its discretion. Monson proposed combining those funds with an existing $50,000 donation from Indiana American Water to seed a water-tower mural project on the tower at Walnut and Jefferson.
Monson said the full scope of a major regional mural could be "roughly $600,000," explaining that painting the tower requires prep work and specialized contractors; Indiana American Water had donated $50,000 and the city hopes to use the reimbursement as leverage for grants and sponsorships. Monson said the project would likely require an experienced artist and an RFQ process; park and tourism benefits, youth-council participation and regional draw were cited as project benefits.
Council moved to accept the returned Ready funds, the motion was seconded, and the council approved the transfer by unanimous voice vote. Monson said the funds are reimbursement and have no spending restriction beyond being placed back into the city's funds for allocation.
