Councilman Buchanan introduced an ordinance amending Ordinance Nos. 16-2025 and 23-2025, which set salaries for appointed officers and employees for 2026. The amendment as read lists positions to be removed (for example, a Civic and events director at $80,000 and several part-time administrative roles) and positions to be added, including a management analyst/civic events director at $40,000 and several laborer positions paid at $20.28 per hour.
Buchanan said the ordinance primarily shifts where payroll line items are charged ("a lot of it's just splitting the budget line items"), rather than increasing the overall payroll total. Council and staff noted that some items are tied to a pending additional appropriation and therefore can wait until the Aug. 3 meeting for formal action. The ordinance text lists multiple departmental allocations (mayor, civic auditorium, MVH, water and sewage) and directs that the ordinance take effect upon passage and required publication.
Council discussed departmental flexibility: Franke and others noted ongoing infrastructure projects citywide and said the changes would give staff flexibility to assist across projects. No final vote was taken; the council moved the ordinance to Aug. 3 to align with appropriation needs.
