Lancaster County Council voted to advance first reading of an ordinance authorizing a multi-county park agreement with Kershaw County that would create a joint industrial park and allow Lancaster to participate as a partner county.
Economic development staff described the MCIP and FILO (fee-in-lieu) structure under state law and told council Lancaster would be the partner county receiving 1% of negotiated FILO payments while the host county (Kershaw) retains most revenue and bears development costs. "What makes this opportunity well worth our attention is scale," staff said, noting even Lancaster's 1% partner share is projected to generate six-figure recurring revenue per year without capital outlay. Council members voted to advance first reading and asked staff for more details on location and fiscal exhibits in follow-up.
Council recorded the vote as approvals by members present; staff said additional details and exhibits would be provided for later readings.
