Staff explained the extension would keep the moratorium in place through Nov. 9, 2026 unless the new UDO is adopted earlier; they estimated the UDO 3rd reading could occur around Oct. 12. Council asked for clarification about the moratorium end date and the start of the extension; staff confirmed the current moratorium is due to expire Aug. 10 and the additional 90 days would extend it into November unless superseded by UDO adoption. Council approved the extension on roll call.
