Menasha board recommends $745,217 contract to rebuild Clovis Grove tennis courts

Council President Ted Graddy moved on July 20 that the board recommend awarding contract unit 2026-03, the Clovis Grove Tennis Courts reconstruction, to Northeast Asphalt Incorporated for $745,217.74. Director Sackett described the work as a full reconstruction of the competition courts used by the school district.

Director Sackett said the courts were assessed in 2024 and "those courts scored 44 out of a 100," noting "a myriad of issues with those courts from cracking to kind of waviness" and a lack of proper drainage and deteriorating fencing. Sackett told the board the project would expand the site from seven courts to eight and is being pursued as a cooperative project with the school district and with a pending USTA venue services grant application.

Sackett outlined the tentative funding split: "the city is covering We have $100,000 budgeted in our CIP as well as, I believe it's a little over $50,000 in our storm water and in our sewer fund. Between the 2, I think it's a total of 70,000 between those 2 funds. And then potential for $200,000 coming from that USTA grant... So the remaining would then would come from the school district." He also said some bid options (geotextile fabric, lighting) could be removed depending on funding and grant results, and that relocating sewer utility work related to the expansion is estimated at about $16,000.

Council members asked follow-up questions about the school-district split and what would happen if the USTA grant is not awarded; Sackett said the city could drop optional items from the selected bid option and rely more on the school district's portion if needed. The board voted to recommend the award; Deputy Clerk Janet recorded the motion as carrying 7-0.
